Abstract
The Linked2Safety consortium combines multidisciplinary competences and resources from the academia, industry, and research community. This multinational cooperation is essential in order to implement the rising requirements of the clinical research community with regard to patients’ safety and potential patients’ identification, and addresses the needs of the pharmaceutical industry and the healthcare and medical organizations across the enlarged Europe, exploring the synergy of Semantic Web and Linked Data technologies with clinical data-mining techniques and genetic analysis algorithms and patterns.
Mission
The vision of the Linked2Safety project is to ensure and empower patients’ safety, support clinical and medical research, and improve the quality of healthcare by providing patients, healthcare professionals, and pharmaceutical companies with an innovative interoperability framework and a sustainable business model, as well as a scalable technical infrastructure and platform for the efficient, homogenized access to and the effective utilization of the increasing wealth of medical information contained in the electronic health records (EHRs) and electronic data capture (EDC) systems deployed and maintained at the regional and/or national level across Europe, by dynamically interconnecting distributed patients’ data with clinical research efforts and respecting patients’ anonymity, data ownership, and privacy, as well as European and national legislation.
The Linked2Safety initiative does not intend to propose a totally new paradigm of conceptual models, algorithms, and tools, which will lead to the creation of yet another closed world that will cause significant interoperability issues with current research activities in the field and discourage clinical researchers and pharmaceutical company experts to participate. On the contrary, the Linked2Safety consortium will utilize, re-use, and align (with medical, biological, and pharmaceutical ontological models – wherever necessary) the common shared info-structure (e.g., terminologies, healthcare record structures, and medical logic representations) that will be established by the PCP under the governance of the Network of Excellence on Semantic Interoperability and European Health Infrastructure (that is going to be funded under the Objective ICT-2011.5.3 Patient Guidance Services), so as to create concepts, tools, and services that will be complementary and compatible to the existing ones.
